In 2020, a change in legislation permitted local Councils to convene remotely using video conference technology to safeguard and contain the spread of the virus. That legislation has now expired, meaning after 06 May 2021 it is no longer permitted to convene remotely.

This presents local councils with a dilemma:-

  • before 19 July (delayed from 21 June) it is not permitted to meet indoors with anybody you do not live with unless you have formed a support bubble with them. To do so you face a fine of up to £10,000

  • to find a suitable venue where councillors and members of the public may meet safely socially distanced would incur significant additional costs.


NALC has issued the following statement: Each council will have to decide which course of action will best fit their needs and manage risks.

In consideration of this dilemma, Landford Parish Council has put in place a Scheme of Delegation by which the Clerk is empowered to take any and all decisions until such time Full Council are able to convene in person. This Scheme of Delegation Policy activated on 06 May 2021 has been published on this website.
